Hope Network has completed the first phase of Eastpointe Commons, a $40 million affordable housing project at 1460 E. Fulton Ave., near downtown Grand Rapids. This development transforms the former Fulton Manor into a resource for individuals and families in need of stable, affordable housing.
Project Overview
Eastpointe Commons includes a total of 118 units designed to serve low-income residents. The first 62 units are now open, with 22 of them designated as Permanent Supportive Housing (PSH). These PSH units are specifically reserved for individuals and families experiencing chronic homelessness, mental health challenges, or fleeing domestic violence.
Once completed, the complex will include:
- 42 PSH units
- 76 Low-Income Housing Tax Credit (LIHTC) units for households earning 40-60% of Kent County’s area median income (AMI).
Unit Breakdown and Pricing
Eastpointe Commons offers a variety of floor plans:
- 79 one-bedroom units: $671–$932/month
- 34 two-bedroom units: $806–$1,009/month
- 5 three-bedroom units: $931–$1,271/month

Development and Funding
The Eastpointe Commons project began in June 2023 and was led by Grand Rapids-based DeStigter Architecture and Pioneer Construction. Funding came from a mix of public and private sources, including:
- Low-Income Housing Tax Credits (LIHTC) through MSHDA
- A $3 million congressional earmark from former U.S. Rep. Peter Meijer
- $900,000 in COVID-19 stimulus funds from the MEDC
- Financing partnerships with Cinnaire Corporation, Fifth Third Bank, and CPC Financial

The final phase of Eastpointe Commons is expected to open on December 20, 2024.
